He has 10 levels in priest spells, 16 points in intelligence, and a Summoning focus of 2. For the last couple of levels and skill points when he summons a shade, it doesn't seem to be getting any stronger. I am playing on hard if that makes a difference. Are you sure that the shade isn't getting stronger? You said "it doesn't seem". If you want to be sure, run some tests to see how much damage it does when summoned with different stats. This is why you have to upgrade to higher levels of a spell or the next higher spell type. I think Slarty is right that it hasn't really been tested. Welcome to Spiderweb Software. I don't know how I missed it the first time around. I will play around with it and see if I think the shade is getting stronger. I wish we could she the dice rolls with all modifiers.
