Talking to people doesn't help much in this game; doing quests for them is worth a lot more. Helping Shaila (you have to escort her to the docks, not the bridge -- enter Forsaken Docks from the left and talk to her) will improve your reputation with the Shapers, while killing her will improve your reputation with the Rebels. She'll head off and you'll have to follow her, deal with some inconveniences, and then bid her a tearful farewell as she departs. —Alorael, who has found that the best way to get your reputation up is to trust the Strategy Central guide.
