So I've been trying to hunt him down in his tower, but I can't seem to find him. I've been in the cellars and I've gone all the way up in his tower to the point where I had the choice of killing or letting go one of his students. After that I didn't really know where to go. Where is he?

When you say you've been in the cellars, does that mean you've unlocked the door to the cellars in the main tower and fought the beastmaster and all his pets? If you have, keep exploring until you've found another one of Moritz'Kri's shades and a route to the northwest corner of the zone. If you haven't, take the key from the room where you found the final apprentice and retry any locked doors in the main tower until you find the route down.

Once you reach the top of the tower there is a key in a box that will open several doors that were previously locked. On the main floor of that tower is a door in the northwest that leads to the basement. Keep fighting and eventually you will find a way up to the northwest that leads to him.

Nevermind the first question, I'm now fighting Beloch, how am I supposed to harm the ghost of Moritz'Kri?

Alternatively, run away because you're not really supposed to win this fight yet (although you can).
