Reasonably enough, because the game absolutely requires you to use it, the game assumes you've used it. Dodging it with dodgy codes has absolutely no effect. —Alorael, who thinks maybe your character should start out even more pathetic than an ordinary first level character so the Geneforge seems to have some effect.
