Who in Minallah gives this quest? I asked everyone, including that shopkeeper guy whom I assume is the one that is supposed to give it (it's his workshop). 2. You can get into the Shadow Road without allying with any faction. Enter from the west, steal a passage charm and make sure you have high leadership.
