What Affects Action Points? [GF5]

I'm trying to build an Infiltrator that can always attack twice during their turn. I have the assassin boots (+2 AP, among other things), and I'm under the encumbrance limit. Sometimes, I start a turn with 9 AP, sometimes I start it with 10AP. Is there something other than Encumbrance that affects extra action points?
