From testing with it, it doesn't seem to have a minimum xp to work. Check your numerical XP total: you won't actually lose a level from it, but it can drain you below the XP total normally needed for your current level, meaning you'll need more than the usual 1000 XP to get your next levelup. Considering all the bonuses you get from levelling up, it's debatable whether an extra point of magical efficiency is worth losing half a level's worth of experience.
