What effect does burning the papers vs. bringing them to Avadon have?

Well, if you don't burn them, you lose out on your reward to the Wayfarer. Other than that, the only effect is a slight change in the ending (which is a bit odd, actually, but Dikiyoba can't say more without risking spoilers.)

It all depends on your opinion of things within the game, whoever you think is the "good" or "bad" side.

Avadon would prefer you not burn them, but they wont give you a reward for it. The Wayfarer will reward you for it, but you don't know the motive behind it, but it will become a little clearer as the game progresses. It is your choice, I don't think it will be a big deal if you make a decision you don't like at this point in the game, but I can't say for sure.

Bringing the papers back to Avadon is definitely good if you are loyal to the Pact and arguably good even if you don't like the Pact so much.
