I lost the guy I'm supposed to clear out bandit pits with

I'm stuck in the woods. I did the spider quest cleared the tunnels and now trying to finish the dikes quest. I cleared the pits with ogres in the abandoned house and all the switches etc. Without the military commander I was supposed to meet

He went ahead and I never found him so when I go to the duke I can't tell him I cleared the pits because of this. How do I fix this.

Also I never found Cahill agai. And used cheat to go back to avadon.

Also do I have to follow that weirdo I. The words who is nervous or I can I just ignore that quest.
