Jeff stresses compatibility, from what I can tell. This is a fairly reasonable standpoint.
If you want to create such a scenario, you can host it in your own space. Jeff probably just doesn't want to hear complaints from morons who manage to overwrite their files permanently or do something ridiculously stupid while installing your scenario.

Sure you could, SNM. You just wouldn't be able to include your race mod in a scenario or anything, since it would require external tinkering.

'Tis true - and those are the only two Foo's Quests I can think of.
I'm pretty sure there's a "Dragon Quest", though.

Well, the difference is that a BoE scenario has to be a more or less complete story, while a BG2 mod works in with the rest of the larger game.
Still, we've had two Short Scenario Competitions for BoE, which occurred over the span of but a month or so.

In any case, Avernum 4 would have to be a remake of At the Gallows.

Well, the problem with a collaborative effort is that it's hard to actually put the pieces together. To the best of my knowledge, only towns can be imported from scenario to scenario.

Well, Creator, almost any sequel to a multi-path scenario has to assume that one (and only one) of the paths was followed.
On its own, Bandits may present an ethical dilemma - Thuryl, among others, sided with Pinochet, feeling that it was the right choice.
On the other hand, Bandits 2 does a fairly good job of telling you which choice was right.
*shrugs* It's an entirely different scenario, though.

Actually, I was. My opponent was an immobile priest, so I was sniping at it through a door and reloading any time it hit me hard enough that I'd spend so much SP fixing what it did that I would be unable to continue my attack.
Eventually, I wore it down and it died.
(This was caused by attempting to fight a 800-HP boss with a low-level party. It's not a good idea, all things considered.)

I've reloaded as many as 45+ times on a single fight in order to win a battle of attrition. *shrugs*

Note : If your party is prefab, don't bother giving any rewards at the end. It's highly unlikely that party will ever be used again.
Note 2 : I really wouldn't mind getting a reward I couldn't use unless the reward was obnoxious. (based on, oh, Nature Lore for damage?)

Well, if it's platemail, you shouldn't give it the stats of fine leather. You should give it statistics appropriate to what it is.

Corollary -
Scenarios in which you mess with the party's stats or items could be fun in BoE. However, and I find it difficult to stress this quite enough, you should probably not do this in a non-Low-level scenario.
Messing with stats is almost guaranteed to unbalance or ruin a party that goes through your scenario, especially if your player loses or gains a lot - please, don't feel the urge to do this in a non-Low-level scenario.
Meanwhile, items are more shaky ground. You're not going to permanently ruin a party by nuking their items, but I'd be annoyed if I permanently lost any and all cool items I had when I played your scenario. If you're going to return all the items at some point, feel free to steal a party's inventory. However, if you're not, your scenario might be better-suited for Low-level parties.

Arkenstone was... an unusual scenario. Not horrible, exactly.
Anyway, Drakon Master, my advice to you is to work on your scenario with dummy graphics in place. Once you're almost finished and have solid results to show people, ask for custom graphics then.

It depends. I really don't believe that a lot of scenarios stand to gain from using a premade party.
In any case, I wouldn't force the players to play as your characters. I'd suggest it and include that party, but it should be up to them to actually take your advice and use it.
Most players will, really, and you won't alienate the ones who won't.
