Where were you standing when you dropped them (were you in the boat)? Where are you standing when you try to pick them up? Dropping an item from the boat is only possible if you're adjacent to land or a dock, and that's where it should fall. I notice that you have to get out of the boat to pick them up again. Are we talking about a large number of items? There's a limit to how many items a town can contain; above that, trash items will start to disappear.
