The game says that you can't cast mage spells while wearing too much armor, however I just noticed that my archer-mage can cast mage spells when he is wearing some armor along with a cave wood longbow(weight- 4 lbs., doesn't provide any armor) but can't cast them with EXACTLY THE SAME ARMOR if I am using a lemon wood bow(weight-2.5 lbs., doesn't provide any armor either) , Is that a bug or is there some reason for it?

I believe that cutoff for too much armor to cast mage spells is determined by the total to-hit penalty of the armor. It also appears that weapons/items with a to-hit bonus (such as longbows with their +5 to-hit) can counteract this, which would explain what you're seeing.
