The information in any of these files is compiled, it is not immediately intelligible. I use a freeware hex editor called Hexplorer.

To see the maps, I open the the town or outdoor dat file in MS-Dos Prompt's Edit command. Simply type Edit at the command prompt and hit Enter. Then when opening the files, choose an Open Binary value of 32, 48 or 64.

If you don't have Excel, there is the OpenOffice suite of programs.
