I tried a couple of things, including print_num(town_status(current_town())), which really ought to return a non-zero value pretty much no matter what, and it printed zero. I tried making the town hostile by attacking a friendly character, and it was still zero. I tried setting the town status with set_town_status(current_town(),2), and nothing happened -- the town didn't even become hostile like it was supposed to.
