EDIT: I heard someone say that you had to complete the mine quest for Fort Draco, and I killed the Queen Worm and also the Vahnatai person too. What do I do now? You have to go to the Draco Mines, the ones with all the unded, and clear that out of the shade at the bottom that was spawning them. Then go south of that shade toward the crystal pillar and follow through the diologue. Go back to the mayor (or was it commander?) and he'll give you papers that allow entry to Formello.
