If you have the FULL version, go to Dharmon, in the side passage where the rebels are attempting to tunnel into the mayor's hiding spot. The tunnel is on the east side of town, and I believe there is a set of pincers there. EDIT: Also in Grindstone, I think there is a merchant that sells tools.
