I've received the picks and shovels quest in Silvar, and I sort of expected that I could find three of each in the Silvar sewers. Is this not the case?

I thought I'd be able to "drop off" characters in Fort Avernum and also add NPCs (like Jay in Silvar) to my party. I can't seem to do this in the iOS version. Is this feature not available in the iOS port?
