That may be true, except I logged in to one of the unused NI accounts and was able to send a message just fine.

Might be because you're an admin, *i - a lot of fora are set up so that even if a member is at their limit for a particular thing, an admin can still interact with them normally.

Weird. I can send a message to Lightning Ghost just fine..
