Yep, it was the guardian cloak! I retrained, and when I increased my skill to 9, I was able to equip it. Thanks.

I'm playing as a shaper. I have level 8 in missile weapons, but still can't use the reaper baton. It says "minimum missile training: 8" so is there something else I may be missing? I can equip tranquil baton, spray baton, etc. just fine. Thanks.
