Sorry to revive this thread after so long. In A2: Crystal Souls, there are three black drake fangs in the game, and you can finish all three quests. Two fangs are on drakes in the Northern Isles (one in the northeast corner, the other are blue drakes in the northwest). The last fang is found across some lava (you need the Orb of Thralni) behind Sulfras's lair. There's some drakes there.
