I found this little waterway west of Ghikra that was enclosed completely in a tunnel (ergo, I couldn't explore it overland). I saw a boat in New Cotra (I believe), but I couldn't board it, as it wasn't mine. I didn't come across anyone who sold boats, there or anywhere else. Can one get them?
