I already got the one at Angierach and the one the extreme north of Vahnatai lands, the one you get help from a village. How can I find the last one? I'm totally clueless

Take a boat up river from the Eastern Gallery west and up the river and go north past Fort Dranlon. Then land on the west side and fight through the Empire soldiers as you go west and then north.

I tried exactly that, but I can't go further than the portal fort. There are rocks in the river and outposts in the earth.

I found it now! it is not in empire lands, and it is not in northen avernum. It is at central avernum, down the waterfall warren, north of the castle, east of the unfinished fort.
