Alchemy is the way to go. If you have the finger dexterity and willingness, though perfectly legit, it borders on an exploit how much and how soon you can max you coin. Coupled with knowing where the 'variable exceptional gear' shops are you can be outfitted quite soon indeed. Notice this ability in Blades as well in the 'Medium' difficulty scenario. Combined with the seeming lack of specialty shops, Blades is a much more 'post-apocalyptic' world where gear is harder to come by which is actually kinda nice. Still getting into Blades so my experience is comparatively limited, but thus far I've only needed 12 Alchemy to make perfectly absurd amounts of coin.
