You can loot a steel spear from Destry the guard who sells you the Apprentice Belt for 300 coins just SE of Fort Monastery. I know it's hinted at in the conversation but a steel spear is ridiculously good for that level. It's better than the iron spear I was still using on my level 12ish party in Eastern Gallery.
