All I've seen is that, during combat, occasionally it will say "Pop!" at the start of the player's turn(the one who's holding it) and then they get Stone Blocks in their inventory. Also note that you can get blocks anytime, not just in combat! —Alorael, who thinks the utility of the item should have been clear from the source.
