His keeper has no more work for me. The Watcher has no more work for me. Redbeard tells me to come back later. Didn't I get this quest from Redbeard? How do I turn in Aiding Zhethron and progress? She sends you on most of your major quests and gives you most of your debriefings. —Alorael, who thinks that might even be in your quest log. Most quests tell you who to report to.
