Avernum doesn't have much reason to trust a bunch of Empire soldiers with its most powerful weapon, especially when the caves you're exploring don't have that many demons in them in the first place. If you really want it, then you could do a little bit of script editing and put the item number 304 in a quest reward, or make talking to someone give it to you.
