I've completely explored everything I can find, short of the mine and that wizard with all the undead, and for the life of me, I'm at 8 rat tails. I've checked my map for unexplored sections and unless its behind a high lock pick door (for me 8 or more) then I can't imagine where these other 2 rats are.
