Sorry, to answer your question, I'm not sure what else needs to be done, but I'm sure I need the broaches. I got the orb and the gesture and went through the two keeps of Black Spire but got out on the peninsula and it said my quest was in vain.

I must have done something in the wrong order, now I'm stuck. I went through all the dialog options. I think I have the same issue as in this post.

He says he edited the script. I wonder what needs to be done to fix it.
