One of the first options you should get when starting a dialogue with Lethem is "Why are you down here?". If you select that (and you have the quest), you should see "I know somewhere you might go." which leads directly to the quest fulfillment. If you don't see that, please list the options you do get, and we'll see if we can figure it out.

I took the quest to recruit the mage, but no matter what I do,
