Rat Nest is in the Formello sewers behind a hidden door. The button to open the secret passage is right near where you come down the ladder, but you may want to put on a light to help you see it.

Brigand Extortion, once you've killed them you have to go back to the
Farming Supplies seller in the fort and tell him.

Stolen Necklace is a big quest and you probably haven't finished it. You have to invade the Nephil Fort west of Formello.

The neckless quest is done in the room on the 2nd floor of the Nephil Fort. You'll see several ghouls, a couple archers and a mage in there as well. Be wary if you haven't been to the Fort yet though as it has several bosses inside it and can be a handful. I've made about 10 trips in and out of it already.
