It's not showing up on the world map - how do I open the gates to the dragons' room? I haven't spoken to him at all yet.

This might be a stupid question, but I need to go to the Wretch Warrens to complete the Lost Soldiers quest - but I've looked everywhere and I can't find it. How do I get there?
