I have tried to get into Bennhold's Keep, but Commander Pritz wom't give me the quest. Any help!?

How do you get into Bennhold's Keep? When I talk to Commander Pritz he says he doesn't have any more quests for me?

Can anyone give me info where to find the full infiltrator set of items?

I have the cloak and shield.
