I get to the Voice of Ro in Common Catacombs and he keeps saying that I need to wait for more witnesses. Is he talking about the zombies?

Does anyone know where the Port Osborn records are? I have looked in all the boxes upstairs and downstairs in the trading post, but they say that the records have been moved but I can't seem to find them.
