Edit: Ugh. I actually thought of something immediately after posting this. It was a problem with AMD Catalyst. I added Avernum to the 3D Application Settings and turned off Morphological Filtering and Surface Format Optimization and that cleared it. It started this way and is persistent. It only clears when I hold tab. I've tried reinstalling, running in admin, running with various compatibility options, disabling the steam overlay, and many resolutions.
