Since I'm level 30 does that mean I can't advance any of my skills anymore?

That would really suck since I don't have any of the highest tier skills for any of my characters?

You don't gain any more levels or skill points, but you can always visit the Beraza Woods retrainer and reassign all your points as you want.

 

—Alorael, who doesn't particularly like any of the between-trees capstone skills. Your appreciation may vary, though. You can always cheat with shift-D and "retrain" in an area with enemies to test out different builds and decide on the one you like. (You could also just save at the retrainer and not cheat, but that's more effort.)

They're not all bad. Call of the Frenzy is amazing, Call Drake is a necessary replacement for Call Hellhound if you still want to use summons into the endgame (and alternatively, Earthshatter is a surprisingly good damage source and debuff for a Dex-based shaman), and Corrupting Cloud isn't bad as an extra area-effect attack for the sorceress. Both of the Shadowwalker's capstone skills are pretty forgettable, though.
