Quite hard to get, you have to deactivate as many pylons as possible and then thread your way through them to the box. btw, is it still possible to get canisters in exchange for puresteel? I assume it's supposed to be in the blue box in the little room just northwest of Platano. Every time I check the chest, even for the first time, I get a message saying the box is still empty. If you haven't left the zone then try your autosave file because it will sometimes reappear when playing from an older game. Jeff knows about it. There were puresteel rings that you could give this guy during the game. Even though Puresteel eventually became a Special Item, perhaps Jeff never took it out of the games, sorta like the "dbugkill" cheat. If you can't get the puresteel from the Purity Workshop, press Shift+D and type sdf 73 10 0 I have no idea why that flag randomly gets set to 1 (which makes the game think you already opened the box), but setting it to 0 fixes it, allowing you to get the puresteel like normal.
