The skull ought to be in the second room of the Ordeal in the lower levels of Goagh-Nar. I agree with aformentioned comment of not breaking the tablets, it´s tricky, and you´re not gonna get anything for it. Even of the fomorians asked you to do it, why should Romans care aout such filthy barbarians, let them burn.

I think the number of spells you recieve depend on how many quests you´ve performed. After twenty or so quests I get two spells, maybe three, it was sometime ago.

Point, doom is definently one of the greatest spells I´ve ever seen. It´s got this... feeling to it, sort of hard to describe, it just fits the game so perfectly.
