Enemy salamanders work the same way -- they just tend to appear with other enemies that are immune to fire damage. Because really, what else would hang out with a lizard that is surrounded by raging flames? The salamander just passively generates flames because it's a salamander. I remember when fighting Efreets once that they summoned demons that were not immune to the fire effects of the Efreets themselves. It was funny to watch them die of their summoners' damage. Probably! There have been people on the forums using them interchangeably for a loooong time, despite in-game dialogue specifically pointing out that the two are very different.
