I believe this is the building that you are referring to. Anyway, to get in the building you have to pass the small little fence that shows up and gets in your way. To do that, you need to exit the crystal cave from the northernmost exit which is in reality a secret passage. Once you get into the building fight your way to the leader of the brigands, an eyebeast. The town Mertis is the town that gives you the quest to eliminate the Madhouse.
